The work examines the process of coverage by Soviet historians and memoirists of the problem of the condition and position of the working class of Siberia as a social base of local social-democratic organizations of the early twentieth century. For historiographic analysis, publications of the 1920s-1940s were chosen that combine the absence of conceptual approaches, the imperfection of mastering Marxist methodology, and in some cases, the artificial adaptation of generalizing conclusions to its basic principles.

The article examines the problems of achieving the target indicators of the Federal target program «Development of domestic and inbound tourism». On the basis of the analysis of regulatory documents and comparable data, facts were revealed that did not reach the planned values of the indicators laid down in the program. The inconsistency of state programs in the field of tourism development leads to the unattainability of target indicators of programs, due to the lack of consideration of motives and determinant tourists, which affect the choice of places and time.
