1. General information about the scientific journal "Innovative economics and society"
1.1. The article submitted to the editorial board of the scientific journal "Innovative economics and society" (hereinafter – the Journal), established and published by OmGUPSom, must correspond to the subject matter stated at the time of registration of the Journal and the rules for submitting manuscripts by the authors (Appendix 1). Articles that do not meet these requirements are rejected, not returned and not published. The Editorial Board of the Journal (hereinafter referred to as the editorial board) is obliged to confirm to the author the receipt of the article no later than 5 (five) days after its receipt by the editorial board. The manuscript of the article must be carefully verified and signed by the author, have the date of dispatch, the exact mailing address of the author and other contact details, as well as accompanying documents. The requirements for the manuscript are published at least once a year in one of the issues of the Journal.
1.2. The subject matter stated during the registration of the journal "Innovative economics and society": problems and prospects for the development of the economy and society. 1.3. The thematic sections (headings) of the Journal correspond to the scientific specialties of the nomenclature of scientific specialties for which academic degrees are awarded, approved by the Ministry of Education and Science of Russia. 1.4. 2. Reviewing articles in the Journal
2.1. Within 60 days from the date of receipt of the article, the editorial board is obliged to prepare a scientifically based review of the article with a reasoned conclusion on its acceptance or rejection and notify the author about it by sending him a copy of the review.
2.2. Manuscripts are reviewed by recognized experts on the subject of peer–reviewed materials (candidates or doctors of sciences) who have scientific publications on the subject of the reviewed article in the last three years, including members of the Editorial Board of the Journal (hereinafter referred to as reviewers), according to the direction for review (Appendix 2). The reviewer's compliance with this requirement is monitored by the editorial board by reviewing the list of his scientific papers for the last three years.
2.3. Reviewers reserve the right to shorten and correct submitted articles (internal review). The expert reviewing this article cannot be its author (co-author).
2.4. The review of the article is carried out confidentially. Disclosure of confidential review details violates the authors' rights. Violation of confidentiality is possible only in the case of a statement about the unreliability or falsification of materials, in all other cases, its preservation is mandatory. The surname of the reviewer may be communicated to the author only with the consent of the reviewer.
2.5. The review is carried out according to the recommended form (Appendix 3).
2.6. According to the results of the review, the article can either be rejected, or sent to the authors for revision, or accepted for publication. In case of refusal to publish an article, the Editorial Board sends a reasoned response to the authors.
2.7. The article in need of revision is sent to the authors with the comments of the reviewer and the editorial board of the Journal. The authors should make all necessary corrections to the text of the article and send the final electronic version of the article to the Editorial Office together with a cover letter-response to the reviewer.
2.8. After revision, the article is re-reviewed and the editorial board decides on the possibility of its publication. Articles sent to the authors for correction must be returned to the Editorial Office no later than two weeks after receipt. Returning the article at a later date changes the date of its publication.
2.9. The Editorial Board of the Journal sends copies of reviews of articles to the authors, as well as at the request of the expert councils of the Higher Attestation Commission and the Ministry of Science and Higher Education of the Russian Federation. Reviews are kept in the editorial office for five years from the date of receipt.
3. Publication of articles in the Journal
3.1. The decision to publish or reject an article is made by the Editorial Board of the Journal (hereinafter referred to as the Editorial Board) or the Editor–in-Chief on the basis of expert assessments of reviewers, taking into account the compliance of the submitted materials with the thematic focus of the Journal, their scientific significance and relevance.
3.2. If the author submits objections to the rejection of the article, the Editorial Board at its meeting considers the article a second time, if necessary, having previously sent it for additional review. The secondary negative decision of the Editorial Board is final.
3.3. Articles in the Journal are published, as a rule, in the order of their receipt by the Editorial Board. If the article is sent to the author for revision, the date of receipt is the date of return of the corrected article by the author. The Editorial Board has the right to rearrange the order of publication of articles in case of special relevance of the received article or for the purpose of a more complete thematic selection of material for the issues of the Journal.
3.4. If the Editorial Board receives a statement from readers that the author of the published article has made distortions of the statements of other authors, or statements that violate the copyrights of other persons, the Editorial Board has the right to publish these comments. The author of the article, to whom comments have been received, is given the right to respond to the published comments on the pages of the Journal.
3.5. The content of the next issue of the Journal is approved by the Editor-in-chief or his deputies.
3.6. If disagreements arise among the members of the Editorial Board on the issue of publication of an article, the issue of publication of the article is resolved by a simple majority of votes. In case of an equal number of votes, the vote of the editor-in-chief or the chairman is decisive.
3.7. Editorial staff reports information concerning the manuscript (including information about its receipt, content, review process, critical comments of reviewers and the final decision) only to the authors and reviewers. Reviewers are not allowed to make copies of manuscripts for their own needs and transfer part of the manuscript for review to another person without the permission of the Editorial Board. Reviewers and editorial staff have no right to use knowledge about the content of the article before its publication in their own interests.
