The article examines the wave trends in the development of the socio-economic system in Russia. These waves have the character of modernization and counter-modernization of the system. It is shown that these waves are influenced by both internal factors (economy, politics, culture, traditions, etc.) and external factors - the Asian way of organizing society and European achievements in development. At the same time, the waves of modernization were influenced by Europe through the ideology of democracy, trade and economic relations, the organization of enterprises, the use of technology, training of specialists; the waves of counter-modernization were influenced by the traditions of Asian countries of the action of despotic forms of the state, the slavish position of the people and the difficult conditions of its exploitation. The article analyzes five waves of modernization and counter-modernization of the socio-economic system in the history of Russia, which have created a special character of modern Russian society.

The article examines the history of the regulation of customs education and current issues in this area. The features of customs education in the framework of the ongoing modernization of customs affairs in the territory of the Eurasian Economic Union are studied. The problems of developing educational programs taking into account the requirements of the updated federal state standard in the field of customs affairs are investigated. The article deals with some issues of the history of the formation of customs Affairs and customs legislation of Russia. The appearance of the first customs institutions in the form of trade agreements between Russia and Byzantium is considered as the initial stage of the formation of customs legislation, which replaced legal customs. The most important legal sources of customs legislation were Russian Pravda, the Council code of 1649, the Commercial and new Trade charters, which became prototypes of future customs codes and tariffs.

The article studies and describes the approaches to pricing for groupage multimodal cargo transportation by different types of transport. The problems and risks that arise due to a different approach to the determination of the final tariff for freight are indicated. The interrelation of the accompanying problems of increasing the freight turnover and the growing share of discounts in the turnover of freight carriers was also revealed. As a result, options for solving problems by creating a unified information base, built on the principles of synchromodal transportation, in fact, the transport ecosystem of the Russian Federation, were proposed.
