The article analyzes the social and political views of N. Machiavelli on the nature and functions of state activities. He carried out an independent interpretation of politics, revealed the basis of social life, deduced its natural laws, carried out an analysis of various forms of the state, put the most important survey on the freedom of the people as the basis of the strength and well-being of the state, its development, considered the problem of overcoming the depravity of the people, raised a very important question about the relationship between the masses and the sovereign, believing that the masses have civic consciousness and the will to develop society. Machiavelli condemns the acquisition and maintenance of power by atrocities, the enrichment of the sovereign by robbing the people. He indicates an important task - to contribute to the development of the state's economy as an integral part of its well-being.

The article examines the modern views of supporters and opponents of the development of de-globalization. According to the author of the article, modern researchers need to come to an agreement, find and delimit areas where supporters and opponents can feel comfortable. Globalization, which brings technological progress, fair competition must be supported by the state, and any changes must come from above. Today, we are faced with the next consequences of the international crisis; supporters of the development of de-globalization prevail in the governments of many countries. This is especially evident in the UK's international trade policy. The period of the crisis of financial globalization is associated with the decline of international regimes, the growth of uncertainty and conflicts at all levels of world politics.

A number of issues related to the criminal law regulation of responsibility for smuggling, including the unification of both sanctions for qualified drug smuggling compounds in the single legal space of the Eurasian Economic Union (hereinafter referred to as the EEU), and the definition of a single concept of large size for all EEU countries, are considered. The analysis and law enforcement practice of the customs authorities suggest that drug traffickers, planning their criminal business, tend to organize drug supply channels only through those EAEU countries where criminal liability is much milder than in the EAEU countries with a more severe measure of criminal repression for drug smuggling. The authors propose solutions to these problems by introducing amendments to the Criminal Codes of the Russian Federation, Kazakhstan, Armenia, Belarus, Kyrgyzstan and the regulatory legal acts of the EAEU.

Foreign investment experience shows that recently investors are attracted by companies that are socially significant in relation to society. Investors are increasingly responsible for investing their funds in the capital of the organization. The article, using scientific research methods, presents the results of a review of scientific literature on responsible investment and taxation of income of individuals from investment activities. It is concluded that it is necessary to amend the regulatory legal acts concerning the taxation of individuals in terms of income from investment activities in ESG instruments.

The article reveals the classical and modern principles of enterprise management. The circumstances indicating their application by the management of the transport enterprise are indicated. The conclusion disclosed that the principles could be the basis for assessing the quality of management of an enterprise and its divisions. The qualitative criterion, "following the principles of management", is proposed for the assessment. The procedure for assessing the quality of management according to this criterion is described and recommendations for application are given.

The article examines ideas as the main driving force of the innovation process. The results of the analysis of scientific publications of domestic scientists devoted to the management of ideas in the system of administration of the innovation activity of the enterprise are presented. The stages of the idea management process, tools for finding ideas are revealed. It is concluded that it is necessary to revise the institutions that regulate innovation in our country, which today do not create the appropriate conditions for rationalization and creative activity at enterprises.

The digitalization of the public sphere of government implies the transition of public administration bodies to a new level of organization and control. At the state level, a mechanism is being developed for the introduction of new digital technologies in such areas of public administration as: OFAS, the Federal Tax Service, the Ministry of Economy and Development, customs authorities, etc. The article outlines the traditional methods of analyzing and assessing inflation and inflation expectations, and also describes new digital technologies used in measuring inflation expectations.

The factors affecting transport efficiency are complex and occur at different levels of the national economy. In assessing transport efficiency, it is necessary to combine the external objective environment with the characteristics of the transport system itself. The article analyses the dynamics of freight and passenger transportation under the influence of the pandemic. Efficiency ratio was calculated as a ratio of revenue to investment for 31 Chinese provinces. The study made it possible to formulate relevant proposals to improve the efficiency of transport in China's transport system.
