Theoretical electrical engineering department was created in 1944 at the Tomsk Electromechanical Institute of Railway Engineers.

Teaching disciplines “Theoretical foundations of electrical engineering” and “Electrical measurements” was started at the Tomsk Electromechanical Institute of Railway Transport in 1933. The separate department of Theoretical electrical engineering emerged in 1944. Professor Rostislav Aleksandrovich Voronov became the first head of the department.
Scientific interests of R. A. Voronov mainly affected the energy aspects of the Theory of Electrical circuits, as well as methods for calculating the three-phase, quadripole and multipolar circuits.
R. A. Voronov is the author of the monograph “The General Theory of Quadripoles and Multipolar”, co-author of the monograph “Method of Calculation of Electric Valve circuits” and more than seventy others scientific works.
From 1944 to 1974 he headed the department, first at the Tomsk Electromechanical Institute of Railway Engineers, and from 1961 — Omsk Institute of Railway Engineers.
Professor R.A. Voronov’s student and receiver was Professor V.N. Zazhirko, Head of Dpartment of Theoretical Electrical Engieering, Omsk State Transport University.

Victor Nikitich Zazhirko (01.04.1932 — 21.10.2006) was one of the leading scientists in the field of theoretical electrical engineering, electric drive and converter technology. Initiator of the practical introduction of research results at the enterprises of industry and railway of Russia. He accomplished major theoretical studies related to the analysis of electromagnetic processes in complex electromechanical systems with electric power transducers, power supply systems, including traction power supply systems for railways, as well as generalized and developed of methods for analysis of non-linear circuits and circuits with distributed parameters.
He is also the author of more than 200 works, including two monographs and 19 copyright certificates and patents for inventions..

From 2006 to 2009 the Department of Theoretical Electrical Engineering was chaired by Vice-Rector for Research, Doctor of Technical Sciences, Professor Cheremisin Vasily Titovich.
Cheremisin Vasily Titovich is one of the leading scientists in the field of energy saving and energy efficiency in railway transport, the initiator of the practical introduction of research results on the Russian railway network. He accomplished the most important studies for rail transport in the field of interfacing external and traction power supply systems, developed methods for assessing economic damage of railways resulting from irrational interfacing of system. Equipment was developed and implemented on a number of railways to improve the quality of interfacing, in particular, to reduce the power flows of power systems by traction power supply networks. He is an author of the number of regulations on the system and methodology for conducting energy inspections of structural divisions of railways, taking into account the specifics of railway transport.
He is the author of more than 250 scientific papers. The monograph “Calculations and reducing the influence of surge currents on the loss of electric energy in an electric traction network of AC current” was published. During the period of activity, six patents for inventions were accepted for implementation.
After the appointment in 2009 of V.T. Cheremisin as a head of the Department “Rolling stock of electric railways”, a student of Professor V.N. Zazhirko — Doctor of Technical Sciences, Professor Andrey Albertovich Kuznetsov has chaired the department.
The Department conducts a state budget funding research on the topic: “Improving instruments and methods for measuring, control and diagnosing of objects of industry, transport and energy” (GB 233, № NIOKR АААА-А18-118091790073-6).
Research results are published in the collected book of scientific papers “Energy-saving technologies and management for rail transport”.
Since 2013, the Department has been running an all-Russia scientific and technical conference with international participation “Instruments and methods of measurement, quality control and diagnostics in industry and in transport”.

- Development of automated measurement and control systems in electric power supply.
- Improvement of automated measuring systems of spectral analysis of materials.
- Digital technology, strategy and content solution of automated measuring system, control and diagnostic systems.

Employees of the Department of Theoretical Electrical Engineering regularly take part in scientific internships, projects, competitions, both in Russia and worldwide.
The total area of the department’s premises is 390 sq. m, of which four training laboratories occupy 270 sq. m: linear electrical circuits; non-linear electrical circuit and electromagnetic field; electrical measurement, metrology, standardization and certification. Three of these laboratories are designed for academic groups, one for holding classes with a subgroup.
Since 2010 a lecture hall, equipped with multimedia devices, has been operating at the department. All lectures are delivered using computer presentations, which improves the quality of teaching materials.
Laboratories are equipped with laboratory facilities and measuring instruments. In the period of 2001-2002 there was a significant update of the laboratory base of the department with funds allocated by the Ministry of Railways and the West Siberian Railway. University bought computers and dual-channel oscilloscopes ASK-3151 and a number of other modern instruments and devices.
Over the past time, significant amount of work has been done to update the methodological support of all academic courses for all types of lessons. As part of the development of the university for 2015-2019 purchased devices for million rubles for updating the laboratories of the department. A new approach is used with the transfer of the practiced part of the laboratory work to low-voltage equipment and modeling of the electrical circuits in a computer environment.
